Video shows a Florida Springfield police officer using excessive force on a mentally handicapped resident.
Former officer Ronnie Nelson can be seen using a taser on Solomon Smith, who officers thought had given a fake name to the police.
Smith who happens to be mentally handicapped was taking a walk when he was stopped on Business Highway 98 in Springfield t on May 29.
After an investigation into the incident revealed that Smith was stopped without a warrant and had given his correct name.
His mother told police that he has had a developmental disorder since he was a child.
Officer Nelson even falsified the police report, saying that Smith tried to throw a punch at him on scene. Two other officers on the scene told police that Smith never tried to throw a punch.
Officer Smith was arrested and charged with a felony.
