BATTLE CREEK, Mich. — The City of Battle Creek has released redacted body camera footage and an official report showing a police interaction with a juvenile that occurred on June 14, 2026, an incident that has since drawn public attention and debate over the circumstances of the stop.
According to a city statement, the encounter took place shortly before 4:30 p.m. on Greenwood Avenue when a Battle Creek police officer observed a juvenile male walking in the area while wearing a face covering and repeatedly looking back toward the patrol vehicle.
Officers also reported that the teen appeared to be adjusting or holding his waistband, behavior the department said contributed to reasonable suspicion that the individual may have been armed.
Police said the officer attempted to make contact with the teen and issued verbal commands for him to stop. The department stated the juvenile initially continued walking and did not comply with repeated instructions to speak with officers.
The situation escalated when officers stopped the teen and briefly detained him to assess whether he was carrying a weapon or posed an immediate safety risk.
During the interaction, the teen informed officers that he had a pocket knife. He was then searched and temporarily placed in handcuffs while officers assessed the situation.
Authorities later confirmed that no immediate threat was found, and the teen was released without arrest or charges.
The Battle Creek Police Department said the stop was made under reasonable suspicion based on observed behavior and was intended to ensure safety for both officers and the individual involved.
Police Chief Shannon Bagley defended the actions of the responding officer, stating that officers are required to respond when behavior suggests a possible safety concern.
“The officer’s decision to stop and briefly detain the individual was appropriate based on what was observed at the time,” Bagley said in a statement. The department added that the interaction was reviewed internally and found to be consistent with department policy.
The city released the body camera footage in a redacted format to protect the identity of the minor involved. Officials said the release was prompted by community interest and questions surrounding the incident.
The footage shows officers repeatedly attempting to engage with the teen before detaining him, while also informing him that he was “not in trouble” but needed to speak with them regarding safety concerns.
The incident has sparked discussion in the Battle Creek community about police interactions with minors and the use of reasonable suspicion in pedestrian stops.
Some residents and community members have questioned whether the detention was necessary, while others have pointed to officer safety concerns and the presence of a reported pocket knife during the encounter.
City officials say they are continuing to encourage public feedback through formal complaint and oversight channels.
Authorities confirmed that after the brief detention and search, the juvenile was released at the scene. No criminal charges were filed, and the investigation was closed following an internal review.
