Baltimore Officer Charged With Attempted Murder After Nearly Running Over Man

Baltimore, MD — A veteran officer of the Baltimore Police Department has been criminally charged after a viral video appeared to show him aggressively using his patrol car to pursue and nearly strike a man.

On November 12, 2025, the Office of the State’s Attorney for Baltimore City announced that Parks….who joined the department in 2000…was indicted on multiple charges including second-degree attempted murder, first- and second-degree assault, reckless driving and misconduct in office.

According to the indictment, on October 28, around 5 p.m., Parks drove his cruiser to the 3100 block of Wylie Avenue in the Park Heights neighborhood, approached a group of people standing outside a liquor store, and asked them to “take a lap.

When one man walked away, Parks allegedly returned to his vehicle, radioed “I have one running, adult male … in the alley,” then accelerated his vehicle toward the individual—first on a driveway, then grass, onto a sidewalk and between a utility pole and fence, and ultimately through a chain-link fence into a backyard.

The man sustained minor injuries, including a sore knee, according to media reports.

At a press conference, State’s Attorney Ivan J. Bates said.

“The charges brought forward in this indictment reflect the serious and dangerous nature of the actions we all witnessed in the video of Officer Parks…”

Parks surrendered himself and is currently suspended without pay. WBAL Baltimore News+1 City officials including Mayor Brandon Scott and Police Commissioner Richard Worley condemned the actions as contrary to departmental standards of conduct.

If convicted on all counts, Parks faces up to 65 years in prison, plus unspecified penalties for the misconduct in office charge.

The video stirred immediate concern in the Park Heights neighborhood where the incident occurred. A resident captured the events on their phone and told media they were relieved to see the officer off the street while the investigation proceeds.
